Abstract
This article reviews Professor Gerald Korngold’s policy focus report, Land Value Capture in the United States: Funding Infrastructure and Local Government Services. Value capture is a device by which local governments can recapture the value of public benefits using tools such as special assessments, impact fees, and exactions.
